If your passport is lost or stolen abroad, the first step is to file a complaint with the local police. A police report may be required for subsequent steps. Next, contact the nearest Indian Embassy or Consulate. Officials there will verify your identity and Indian citizenship details to assist with the further process.

Option of an EC for an urgent return to India

If an immediate return to India is necessary due to urgent circumstances—such as a family member's serious illness or death—the Indian mission can issue an Emergency Certificate (EC). This is a travel document used specifically for returning to India. Your identity and Indian citizenship are verified before the EC is issued. Unlike a regular passport, it cannot be used for travel to other countries. If an immediate return is not required, you can apply for a re-issued passport. A duplicate of the lost passport is not issued; instead, you receive a new passport with a new number and validity period.

Documents such as a photocopy of the old passport, an Aadhaar card, or past travel records can be helpful during the application process. However, even if a copy of the passport is unavailable, the embassy can proceed by verifying your details.

Apply for re-issuance if the passport is damaged

You must also apply for a re-issued passport if it is damaged rather than lost. The status of the passport is determined based on whether it is still readable or completely damaged; in such cases, an application for re-issuance is required. If a person returns to India using an Emergency Certificate (EC), they can subsequently apply for a new passport.
