This facility will be implemented for the first time in the municipal and urban local body elections to be held on June 28, in which especially migrant workers, elderly, disabled, pregnant women and seriously ill people will get a chance to vote safely through their mobile phones.
C-DAC has prepared it
This new technology has been jointly developed by C-DAC (Centre for Development of Advanced Computing) and Bihar State Election Commission. It includes state-of-the-art security features, such as blockchain technology, facial recognition, and live face scanning, so that identity fraud can be completely prevented and transparency of voting is maintained.
How will mobile e-voting happen?
Two Android apps have been created for this e-voting system, one named “e-voting SECBHR” by C-DAC, and the other app has been prepared by the Bihar Election Commission. These apps have been designed in such a way that fake identities can be prevented and voting remains completely safe.
Who will be able to vote from mobile?
People who are unable to reach the polling station for some reason, such as migrant laborers, disabled citizens, pregnant women, senior citizens and seriously ill people, will be able to take advantage of this new system. According to State Election Commissioner Deepak Prasad, so far more than 10,000 voters have registered for this facility and it is estimated that about 50,000 people will use this mobile e-voting in the upcoming elections.
Complete security and transparency system
Audit trail facility like VVPAT has also been included in this system to ensure that the record of every vote is safe. Apart from this, technologies like OCR (Optical Character Recognition) technology for counting votes, digital lock for the security of EVM and Face Recognition System (FRS) for identifying faces have also been added.
A step towards an inclusive democracy
According to the Election Commissioner, the purpose of this step is not only to use technology but also to make democracy more inclusive and accessible. People who were deprived of voting till now, will now get the right sitting at home. It is worth noting that Estonia is the only country in the world where mobile e-voting has been implemented on a national level. In India, this is starting from Bihar which can become an inspirational example for other states of the country.
