This scheme is being implemented in a phased manner across various states and Union Territories.

A key feature of the Bhu-Aadhaar scheme is the digital integration of land-related records, maps, and registration details from both rural and urban areas. The objective is to consolidate disparate land records into a GIS-based digital system. Under this initiative, a unique 14-digit number is being assigned to every land parcel or plot, enabling its precise identification within the records.

What is Bhu-Aadhaar?
Bhu-Aadhaar (ULPIN) involves assigning a unique 14-digit identification number to every land parcel or plot in the country; essentially, it serves as a digital identity card for the land. Much like a human Aadhaar card, this number will indicate the land's precise geographical location and identity. Most importantly, it can curb fraud, effectively eliminating malpractices such as the repeated sale of the same land parcel or illegal occupation using forged documents.

Bhu-Aadhaar has already been rolled out in phases across the country's states and Union Territories. The government has now announced the third phase of DILRMP (covering the period from 2026 to 2031), through which the system is being fully implemented across all land parcels nationwide.

What changes will occur in land records?
This scheme will facilitate the creation of a GIS-enabled 'Land Stack' in the states, integrating land maps, official records, and registration details. Old land and property registration documents will be scanned and securely converted into digital records. Efforts will also be made to link revenue court records with land records to expedite the resolution of disputes.
