According to WhatsApp's blog post, voice messages can be transcribed into text through the Voice Message Transcripts feature so that you can continue the conversation no matter what you are doing.
Transcripts are generated on your device, so that no one else, even WhatsApp, can hear or read your private messages. This feature is being rolled out globally in the coming weeks with support for select languages. However, it will get support for many more languages in the coming months. Initially, this feature will support only four languages English, Portuguese, Spanish, and Russian. This feature is for both iOS and Android users. There is an option to turn this feature off and on manually.
How to turn on Message Transcripts?
To enable this feature, users will first have to go to the settings of WhatsApp.
Now go to Chats. Here you will get the option of Voice Message Transcripts.
From here it can be turned on and off. While turning on Voice Message Transcripts, you have to select the language.
