Tamil Nadu Chief Minister C. Joseph Vijay will launch a welfare scheme named ‘Thaimaman Thanga Mothiram Thittam’ on Monday. Under this scheme, the state government will provide a one-gram gold ring to babies born in government hospitals. Vijay will arrive in Madurai on a special flight and launch the scheme at the Government Rajaji Hospital (GRH). He will present gold rings to 25 newborns at the GRH auditorium and also visit the maternity ward to personally hand over rings to babies born on that day. Under this scheme, every eligible newborn delivered in a government hospital will receive a one-gram, 22-carat gold ring. A prerequisite is that the newborn's mother must be a permanent resident of Tamil Nadu.

The scheme was originally scheduled to launch on September 15—the birth anniversary of the late Chief Minister C.N. Annadurai—but was postponed due to Vijay's trip to London. The state government has allocated an annual budget of ₹755.83 crore for this scheme. In the first phase, 1.28 lakh gold rings have been prepared. In a press release, the government stated that the gold rings would bear unique serial numbers and be distributed in tamper-proof packaging. The scheme will be implemented across the state, except in the Maduranthakam and Dharapuram assembly constituencies, where by-elections are scheduled for October 6.

Eligible beneficiaries must be registered under the ‘Pregnancy and Infant Cohort Monitoring and Evaluation’ (PICME) system and possess a ‘Reproductive and Child Health’ (RCH) ID. The gold rings will be presented to the beneficiaries at the time of their discharge from the hospital. Government sources informed the news agency PTI that this scheme would not only boost public confidence in government health services but also encourage safe deliveries in hospitals. According to the government, approximately 7.80 lakh babies are born in Tamil Nadu annually, and data from the ‘National Family Health Survey-6’ (NFHS-6) indicates that 99.9 percent of these deliveries take place in health institutions. Of these, around 4.20 lakh deliveries—representing 53 percent—occur in government hospitals. Notably, 90 percent of the deliveries in government hospitals take place at ‘Comprehensive Emergency Obstetric and Neonatal Care’ (CEmONC) centers.

A special monitoring committee, chaired by the respective District Collector, has been constituted in every district to oversee local implementation, track inventory, and ensure transparency in distribution. Work orders have been issued to Joyalukkas and Kalyan Jewellers to supply one-gram gold rings under the ‘Thaimaman Thanga Mothiram Thittam’ (Maternal Uncle’s Gold Ring Scheme)—a key pre-election promise made by the ruling TVK. The government order regarding the implementation of this scheme was issued on June 23, 2026. Following this, Vijay is scheduled to inaugurate the renovated Gandhi Memorial Museum on Monday and inspect its facilities. Although there is no official confirmation yet, it is expected that Vijay will visit the Meenakshi Sundareswarar Temple, where a consecration ceremony was recently held.
