TRAI New Rule: In response to the ever-increasing problem of spam calls and fraudulent messages in the country, the Telecom Regulatory Authority of India has issued strict instructions to telecom companies. Now, there will be no room for delaying action once a suspicious number is identified.
Under the order issued on February 27, all telecom operators have been asked to take immediate action against suspicious activities by making their AI and machine learning systems more effective. The goal is to provide a swift and effective stop to digital fraud.
Sharing information about suspicious numbers detected by AI is mandatory within two hours.
According to the new rules, if a company's AI system identifies a mobile number as suspicious, that information must be shared with the other operator concerned within a maximum of two hours. This entire process will be conducted through a blockchain-based DLT (Distributed Ledger Technology) platform, ensuring secure and tamper-proof records.
This will ensure that suspicious numbers are monitored without waiting for a complaint. Furthermore, telecom companies will be required to take necessary action within 30 days in such cases.
Both operators making and receiving calls will be responsible.
No longer will a single company be solely responsible. Both the network from which the suspicious call originated and the network to which the call arrived will be required to take action jointly. The AI system will identify suspicious activity at the Call Line Identification (CLI) level, making it easier to identify fraudulent callers.
Numbers will be blocked upon repeated complaints.
If five or more complaints are filed against a mobile number within 10 days, the operator concerned will be required to take immediate action. Such numbers may be blocked temporarily or permanently to prevent further fraud. This step is specifically designed to curb issues such as UPI fraud, fake bank messages, loan offers, and fake KYC updates.

India has over one billion mobile users, and a significant number of them have been harassed by spam calls and fraudulent messages. Many have also fallen victim to fraud related to banking and digital payments.
The implementation of the new regulations is expected to reduce digital fraud through AI-based, faster monitoring and stricter action. This could provide a more secure and reliable telecom experience for consumers.
