Can all passengers book retiring rooms?

The answer is no; not every passenger can book these rooms—a confirmed ticket is required.
You can book a retiring room even if you hold an RAC ticket.
However, you cannot book a retiring room if your ticket is on the waiting list.
Holders of platform tickets or general tickets also cannot book these rooms.
