Tracing CEC Gyanesh Kumar’s Journey: Where Was He Posted Before the Election Commission?

CEC Gyanesh Kumar has recently been in the spotlight regarding decisions made by the Election Commission, particularly concerning the Special Intensive Revision (SIR) of electoral rolls. Amidst the ensuing controversy, let us look at his career trajectory—from his IAS beginnings to key postings—leading up to this role.

Chief Election Commissioner (CEC) Gyanesh Kumar is currently in the spotlight amid the ongoing debate over the Election Commission’s operations and the Special Intensive Revision (SIR) of the voter list. According to reports, Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had registered written objections on 14 occasions over the past ten months regarding certain decisions made by the Commission. These objections reportedly concerned issues such as adding and deleting names from the electoral rolls and specific procedural matters. Following this, opposition parties have intensified their demands for Gyanesh Kumar’s resignation.

The Election Commission has also presented its side following these reports. The Commission maintains that decisions related to the SIR were taken with the consensus of all three Election Commissioners. On September 26, CEC Gyanesh Kumar held a meeting with the two Election Commissioners, and the Commission issued a clarification regarding its decisions. Against this backdrop, let us explore the journey that led Gyanesh Kumar to the top post at the Election Commission.

From IIT Kanpur to the IAS

Gyanesh Kumar is a 1988-batch IAS officer belonging to the Kerala cadre. He completed his B.Tech in Civil Engineering from IIT Kanpur. Additionally, he pursued studies in Business Finance and Environmental Economics. After joining the administrative service, the early part of his career was spent in Kerala. His initial responsibilities in the state included serving as the Sub-Collector of Adoor. Subsequently, he held positions such as Managing Director of the Kerala State Development Corporation for SC/ST, Municipal Commissioner of the Kochi Corporation, and District Collector of Ernakulam.

Held Various Portfolios in the Kerala Government

Gyanesh Kumar also served at the Secretary level within the Kerala government. He held portfolios such as Finance Resources, Fast Track Projects, the Public Works Department, the Modernising Government Programme, and Food, Civil Supplies & Consumer Affairs. Additionally, he served as the Managing Director of the Kerala State Cooperative Bank, Secretary of the Goshree Islands Development Authority, and Managing Director of the Trivandrum Airport Development Society. Later, he also served as the Resident Commissioner of Kerala House in New Delhi.

Expanded Responsibilities in the Central Government

Following his tenure with the state government, Gyanesh Kumar gained experience within the central government as well. He served the Government of India as Joint Secretary in the Ministry of Defence; as Joint Secretary and Additional Secretary in the Ministry of Home Affairs; and as Secretary in the Ministry of Parliamentary Affairs. Subsequently, he became the Secretary of the Ministry of Cooperation. His responsibilities within the Ministry of Home Affairs were particularly significant, and he also worked on matters related to Jammu and Kashmir. Consequently, prior to joining the Election Commission, his administrative experience encompassed not only state administration but also key sectors such as Home Affairs, Defence, Parliamentary Affairs, and Cooperation.

From the IAS to the Election Commission

Gyanesh Kumar retired from government service on January 31, 2024. Shortly thereafter, on March 15, 2024, he was appointed as an Election Commissioner; effectively, he joined the Election Commission about a month and a half after his retirement. Subsequently, on February 19, 2025, he assumed office as the country’s 26th Chief Election Commissioner.
