A barrier-less toll system utilizing Multi-Lane Free Flow (MLFF) technology has been launched at the Mundka-Bakkarwala toll plaza on Delhi's Urban Extension Road-II (UER-II). With this implementation, Delhi has become the second city in the country to adopt this technology; it was previously implemented on the Surat-Bharuch Highway in Gujarat.
If a vehicle owner travels without paying the toll, or if their FASTag lacks sufficient balance, they could face severe consequences. The government has clarified that in such instances, not only will a fine be imposed, but several essential vehicle-related services—specifically five key services—may also be suspended.
According to the new regulations, if a FASTag has a low balance, is invalid, or is non-functional, an electronic notice (e-notice) will be issued to the vehicle owner. Upon receiving the notice, the standard toll fee must be deposited within 72 hours. If payment is not made within the stipulated timeframe, a double the standard toll fee will be collected.
Most significantly, failure to pay the e-notice may result in the FASTag being blacklisted, potentially leading to the suspension of various vehicle-related services accessed through the digital platform. Consequently, vehicle owners may be unable to perform the following five essential tasks:
1. **Insurance Renewal:** If a vehicle owner fails to top up their FASTag or does not affix it to their vehicle, they will face difficulties in renewing their vehicle insurance policy.
2. **Pollution Check (PUC):** The vehicle's pollution control test cannot be conducted. Since a Pollution Under Control (PUC) certificate cannot be generated, this could result in a fine of up to ₹10,000.
3. **Vehicle Transfer:** The vehicle cannot be sold or transferred to another individual's name.
4. **Fitness Test:** Fitness inspections for commercial and other vehicles cannot be conducted, and fitness certificates cannot be issued.
5. **CNG Cylinder Testing:** Owners of CNG-powered vehicles will be unable to get their CNG cylinders inspected.
