The government has now set a target of 100 crore daily transactions for UPI. However, experts believe that at the current pace, this target can be achieved by next year.

New demand raised regarding MDR

Let us tell you that along with the tremendous success of UPI, fintech companies and payment associations are demanding that Merchant Discount Rate (MDR) should be re-implemented on UPI transactions. These organizations say that if the government implements limited MDR on major merchants and high value transactions, then this system can become more sustainable.

At present, UPI transactions are completely free for the common user, and its cost is borne by the government by giving subsidy to banks and other related institutions. But this year the government has reduced this subsidy from 4500 crores to only 1500 crores, due to which questions are being raised on the sustainable financial position of this system.

RBI's warning also came to the fore

Recently, RBI Governor Sanjay Malhotra said that it is necessary to make the UPI interface financially sustainable. He says that "someone will bear this entire cost, be it the government or the users."

It is worth noting that in December 2019, the government waived MDR on RuPay debit card and BHIM-UPI, which helped small merchants to adopt digital payments.

UPI's dominance at the global level

UPI has now overtaken global payment giant Visa as well. Yes, in July 2025, there were 19.5 billion transactions worth about Rs 25 lakh crore, that is, an average of 650 million transactions every day and the total value has been around ₹ 83,000 crores.
