Please note that a major new regulation has come into effect in UP starting today, April 15th. Now, if your vehicle is not fitted with a High Security Registration Plate (HSRP), you will not be issued a Pollution Under Control (PUC) certificate. This directly implies that driving your vehicle on the road could prove to be a costly affair for you. The government has taken this step to curb the use of fake number plates and to prevent traffic rule violations.
**What is the New Rule?**
The Transport Department has linked the PUC system with HSRP data. This means that only those vehicles fitted with an HSRP will now be able to obtain a Pollution Under Control certificate. Vehicles that do not bear this plate will not be issued a PUC certificate. Consequently, if you drive a vehicle without a valid PUC certificate, it will be deemed a violation of traffic regulations. Driving a vehicle without a PUC certificate attracts a fine of up to ₹10,000. Additionally, failing to have an HSRP incurs a separate fine of ₹5,000. In other words, you could face a total penalty (challan) of up to ₹15,000.
**Which Vehicles Does the Rule Apply To?**
This rule applies specifically to vehicles purchased *before* April 1, 2019. All vehicles purchased *after* April 1, 2019, come pre-fitted with an HSRP. However, a significant number of older vehicles still lack this plate. Out of approximately 30 million (3 crore) older vehicles in the state, about 20 million (2 crore) have not yet been fitted with an HSRP.
**What is an HSRP, and why is it Important?**
An HSRP is a specialized aluminum number plate featuring the following elements:
* A hologram of the Ashoka Chakra.
* A unique 10-digit laser code.
* Digitally embedded information regarding the vehicle.

You need to visit the 'Book My HSRP' website.
Enter your vehicle details here—such as the RC (Registration Certificate), chassis number, and engine number.
Next, select your district and choose a nearby dealer location where you wish to get the plate installed.
Make an online payment to book a time slot.
Subsequently, you can visit at the scheduled time to get your High Security Registration Plate installed.
