Rules Change: The month of July 2025 is not only a new calendar month, but also the beginning of the second quarter of the financial year 2025-26. During this time many such rules and changes are being implemented which can directly affect your pocket, travel, tax and ability to drive.
New PAN Card, Aadhaar verification will now be necessary
If you are getting a new PAN card, then now it will not be possible without Aadhaar verification. The government has made it mandatory so that the problem of fake and duplicate PAN can be stopped. OTP based Aadhaar verification will be necessary. This will curb tax evasion and fraud.
Railway Tatkal Ticket Booking
The Ministry of Railways has implemented new rules to make Tatkal ticket booking more secure and transparent. From July 1, 2025, only Aadhaar verified users will be able to book Tatkal tickets on the IRCTC website/app. OTP based Aadhaar authentication will be made mandatory from July 15, 2025. This will prevent black marketing of tickets by bots and agents.
Railway Fare Hike
Indian Railways has announced a marginal increase in passenger fares from July 1, 2025. Non-AC mail and express trains will be increased by 1 paisa per kilometer while AC class will be increased by 2 paisa per kilometer. This decision has been taken keeping in mind the increasing operating expenses of the railways and the needs of infrastructure development.
Changes in GST rules
With this, the Goods and Services Tax Network (GSTN) has released a major update regarding the GSTR-3B form. Now from July 2025, this form will be non-editable, that is, the tax details in it will be automatically filled from GSTR-1, 1A or IFF and taxpayers will no longer be able to modify it manually. This change is being implemented with the aim of ensuring transparency and accuracy in the tax system.
Income tax return filing date extended
Taxpayers have got a big relief regarding the last date for filing income tax returns. The Central Board of Direct Taxes (CBDT) has now extended the last date for filing income tax returns (ITR) for the financial year 2024-25 and assessment year 2025-26 to 15 September 2025. This decision has been taken after the continuous demands from chartered accountants and taxpayers, which will give taxpayers an opportunity to file their returns correctly and accurately without any pressure.
Strictness on old vehicles in Delhi, fuel will not be available
At the same time, to control air pollution in Delhi, the government has implemented strictness on old vehicles. From July 1, 2025, diesel vehicles older than 10 years and petrol vehicles older than 15 years will not get fuel from petrol pumps in the National Capital Region. This decision has been taken under the policy of the Delhi government which aims to improve air quality. This will not only reduce pollution but will also promote electric and green vehicles.
Important advice for consumers and traders
Apart from this, some important advice has also been given for consumers and traders. Taxpayers should link their Aadhaar with PAN card as soon as possible, so that any kind of technical or legal problem can be avoided in future. Traders have been advised to take full caution while filling the GSTR-3B form, as it has now become non-editable.
IRCTC users have also been made mandatory to link their Aadhaar to book Tatkal tickets, otherwise they will not be able to book tickets. Vehicle owners living in Delhi should make alternative arrangements in time or update their old vehicles to avoid upcoming restrictions.
