Relief for Medical Colleges: Government Revises Rules; Path Cleared to Increase MBBS Seats

One often hears about the shortage of doctors in the country. Every year, hundreds of thousands of students clear the NEET examination; however, due to a limited number of seats, the dreams of many students remain unfulfilled. Now, a significant shift is expected in this scenario. The National Medical Commission (NMC), New Delhi, has issued a notification regarding key amendments to the Graduate Medical Education Regulations, 2023. Following this decision, the path has been cleared to increase the number of MBBS seats across the country.
According to reports, these changes will facilitate the expansion of existing medical colleges and make it easier to establish new institutions. Most importantly, the restrictions that previously applied to medical colleges have now been largely lifted. Previously, the maximum limit for increasing MBBS seats in any medical college was capped at 150. This meant that regardless of whether a college possessed superior infrastructure, a hospital, or staff, it could not apply for more than 150 seats. This cap has now been completely removed.
This implies that medical colleges possessing robust infrastructure and resources will now be able to apply for a higher number of seats, commensurate with their actual capacity. Previously, there was another stipulation limiting the number of MBBS seats to a maximum of 100 per 1 million (10 lakh) people. This regulation, too, has now been abolished. Consequently, the number of seats will no longer be directly linked to the population of a specific region. This opens up opportunities for the expansion of medical colleges in areas where such expansion was previously hindered by population-based regulations.
Rule Regarding Hospital Proximity Revised
Previously, the travel time between a medical college and its affiliated hospital was mandated not to exceed 30 minutes. This rule often stalled the progress of various institutions, as meeting this time limit—due to factors such as traffic congestion or physical distance—proved to be a significant challenge. This regulation has now been revised, and a specific distance limit has been established instead. Under the new regulations, the maximum permissible distance between a medical college and its affiliated hospital is set at 10 kilometers. Meanwhile, for the Northeastern and hilly states, this limit has been set at 15 kilometers.
