Passengers traveling on trains without a ticket—take heed. Indian Railways has devised a special plan specifically for such travelers. Once this plan is implemented, those attempting to travel for free will face serious consequences. This initiative is set to launch very soon as a pilot project. This measure is expected to generate crores of rupees in revenue for the Railways while simultaneously enabling the provision of improved amenities for passengers.

According to the Ministry of Railways, more than two crore people travel on trains either without a ticket or with an irregular ticket. In the year 2023-24, 2.16 crore such cases were detected, resulting in the imposition of fines totaling ₹562 crore. Furthermore, in 2024-25, this number rose even higher; 3.61 crore cases were caught, and a sum of ₹1,787 crore was recovered. However, these figures also include passengers carrying unbooked luggage. Indian Railways' new plan aims to significantly reduce the number of passengers traveling without tickets.

What is Indian Railways' Plan?

According to high-ranking sources within the Ministry of Railways, there is currently no permanent mechanism in place to prevent individuals without tickets from entering railway stations. To apprehend such individuals, scanning machines will be installed at the entry points of stations. Every passenger entering the station will be required to scan their ticket at these machines before being granted entry.

It Will Begin at Major Stations

According to the Railways, this initiative will initially be launched as a pilot project. If successful, this system will be implemented at the country's major railway stations—specifically those that witness a high volume of passenger traffic. In addition to Delhi, this category will include Mumbai, Kolkata, Surat, Ahmedabad, Chennai, Bengaluru, Varanasi, Bhopal, Jaipur, Lucknow, and Patna.

According to the Railways, this new system will prove beneficial for both the Railways and the passengers. Passengers without tickets will no longer be able to board trains from these major stations. Since premium trains do not halt at smaller stations, ticketless passengers will be unable to board these trains in the future. Following the initial phase, plans are underway to implement this system at medium-sized railway stations as well, thereby preventing such passengers from traveling on Mail and Express trains.

Currently, the exact number of passengers present at a station remains unknown—it is merely an estimate. However, once the new system is in place, the railway authorities will be able to ascertain precisely how many passengers have arrived on the platform. To manage this flow effectively, the Railways will immediately make the necessary arrangements to ensure that passengers do not face any inconvenience.
