Significant and welcome news has emerged for the millions of passengers who travel via Indian Railways. Previously, travel insurance was available only to those who booked tickets through IRCTC (online), while passengers purchasing tickets offline—at railway counters—were excluded. However, following strict directives from the Supreme Court, the railway administration has implemented a major change. Starting October 27, 2026, passengers purchasing reserved tickets at railway station counters will also be eligible for insurance coverage.

**Insurance Provisions and Costs**
Under the existing optional railway travel insurance scheme for online bookings, passengers can obtain coverage of up to ₹10 lakh for a premium of just 45 paise per person. In the event of a train accident or untoward incident resulting in death or permanent total disability, passengers are entitled to compensation of up to ₹10 lakh. The Railways is currently finalizing detailed guidelines regarding the specific premium, required documentation, and the claims process for tickets purchased at counters.

**Strict Directive from the Supreme Court**
This landmark change has come about following the intervention of the Supreme Court. A bench comprising Justice Ahsanuddin Amanullah and Justice R. Mahadevan issued this directive during proceedings concerning railway safety, initiated in the wake of the tragic train accident in Odisha in June 2023.

During the hearing, the Court expressed deep concern over the delay in extending insurance coverage to passengers who purchase tickets offline, noting that authorities had previously provided assurances on this matter. The Court has directed the Railway Board to strictly implement this system within two weeks—by October 27. Furthermore, the Court has warned that the Railway Board will be held directly accountable if the order is not complied with.

**Who Will Benefit?**
A large segment of the population in India continues to purchase reserved railway tickets at station counters rather than through digital platforms. This includes individuals who have limited access to digital services. This directive from the Supreme Court and the subsequent step taken by the Railways will eliminate the disparity in passenger protection—which previously depended on the booking method (online or offline)—ensuring that all passengers receive an equal level of safety coverage.
