                                The government plans to introduce a law with stringent provisions to regulate seed quality during Parliament's budget session early next year.
Addressing an event on Farmer-Producer Organizations (FPOs), Chouhan said these amendments aim to ensure quality inputs for the farming community.
Agriculture Minister Shivraj Singh Chouhan said on Thursday that approximately 46 percent of the country's population still depends on agriculture for their livelihood, and ensuring better income for farmers is a key priority for the government.
Farmers in four states have received the 21st installment of the PM Kisan Yojana. Floods in Uttarakhand, Punjab, Himachal Pradesh, and Jammu and Kashmir affected agriculture, leading the central government to send the 21st installment to farmers in these states. Farmers in other states are still awaiting the payment. However, ahead of the 21st installment of the PM Kisan Yojana, Agriculture Minister Shivraj Singh Chouhan has made a major announcement.
Chauhan said, “We are going to introduce a seed law in the budget session of Parliament (in early 2026).” He also said that there will be stringent provisions to prevent the sale and distribution of substandard seeds. He added that genetically modified seeds are not permitted and research is underway to develop improved varieties.
Amendments to the Seed Act are still actively underway at the central government level, but have not yet been formally enacted or notified as law. The government's focus is on implementing mandatory traceability (place of origin), certification, and quality control provisions to ensure seed quality and curb the sale of substandard or counterfeit seeds.
States like Haryana and Punjab introduce seed laws
 Meanwhile, some states, including Haryana and Punjab, have independently amended their respective seed acts in 2025, including stricter penalties for violations and better enforcement measures.
To ensure better returns for farmers, Chouhan said the government will promote integrated farming and encourage them to focus on allied activities like poultry and dairy alongside agriculture. Currently, there are 1 million FPOs across the country, with 5.3 million farmers associated with them, of which 1,100 FPOs have an annual turnover of ₹1 crore.

 He said the target is to bring 20 million farmers into FPOs. Over 500 progressive farmers, FPOs, implementing agencies, and cluster-based business organizations from 24 states and 140 districts participated in the event held in the national capital.
