Government Launches Digital Life Certificate Campaign 4.0 for Pensioners from November 1

The Department of Pension and Pensioners’ Welfare (DoPPW) has announced the launch of Digital Life Certificate (DLC) Campaign 4.0, bringing much-needed relief to millions of pensioners across India. The campaign will run from November 1 to November 30, 2025, covering nearly 1,600 districts and sub-divisional head offices.

This initiative is designed to simplify the process of submitting life certificates, a mandatory requirement for pension disbursement. Traditionally, elderly and differently-abled pensioners had to visit banks or pension offices each year to prove their “aliveness,” often causing inconvenience and hardship.

Now, with the adoption of face authentication technology, pensioners can submit their Digital Life Certificate directly from home using a smartphone. This step reflects the government’s push towards digital inclusion and ease of living for senior citizens.

Special Facility for Super Senior Citizens

The government has made special arrangements for pensioners aged 80 years and above. These “super senior” pensioners will be allowed to submit their DLCs starting from October 2025, one month before the official campaign begins.

Banks and pension disbursing agencies have already been instructed to provide this facility to ensure that there is no disruption in pension payments for this vulnerable age group.

Support from Banks and India Post

To ensure smooth execution, the campaign will be supported by pension disbursing banks and the India Post Payments Bank (IPPB). Camps will be organized nationwide, and doorstep assistance will be made available, particularly for senior citizens and differently-abled pensioners who may find it difficult to travel.

How to Submit Digital Life Certificate Online

Pensioners no longer need to stand in long queues or visit bank branches. With a smartphone and Aadhaar-based face recognition, they can submit their life certificate in just a few steps:

  1. Download Aadhaar Face RD App from Google Play Store. This app runs in the background and is mandatory for authentication.

  2. Download Jeevan Pramaan App from the Play Store.

  3. Open the app and fill in details such as Aadhaar number, mobile number, and email ID.

  4. Enter the OTP received on the registered mobile number and submit.

  5. Allow face scan access and follow the on-screen instructions to complete the facial recognition process.

  6. Once verified, proceed with pensioner authentication by entering Aadhaar, mobile number, and OTP again.

  7. Provide personal details like name (as per Aadhaar), PPO number, pension type, account number, and issuing authority.

  8. Confirm the details, complete the face scan, and submit.

  9. Upon successful submission, the system generates a Pramaan ID along with PPO number confirmation. Pensioners can later download the certificate by entering this ID on the official portal.

Notably, operator authentication (done once) allows one person to assist multiple pensioners in generating their DLCs, offering flexibility for families or service providers helping the elderly.
