Nitish Kumar Expands Bihar Unemployment Scheme: Graduate Youths to Get ₹1,000 Monthly Support for Two Years

The Bihar government has announced another major relief measure for unemployed youths. Chief Minister Nitish Kumar has expanded the scope of the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana (MNSSBY), under which graduates will now also receive unemployment allowance. From now on, young men and women holding a degree in Arts, Science, or Commerce, who are struggling to find a job, will get ₹1,000 per month for up to two years.
Unemployment Benefit Now Extended to Graduates
The unemployment allowance scheme was initially launched to provide financial support to intermediate pass (Class 12 qualified) unemployed youths. Until now, only those who had completed their higher secondary education but had not secured a job were eligible. However, the Chief Minister has now extended this benefit to graduate degree holders as well.
Announcing the decision, Nitish Kumar said on X (formerly Twitter):
“I am pleased to inform you that under the state government’s Saat Nischay program, the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana has been expanded. Along with intermediate pass youth, unemployed graduates in Arts, Science, and Commerce will also receive financial assistance.”
This expansion means that lakhs of graduates in Bihar will now be covered under the unemployment allowance scheme, ensuring some level of financial security while they continue their job hunt.
Who Can Avail the Scheme?
As per the official guidelines, the following eligibility conditions apply:
-
The applicant must be a resident of Bihar.
-
Age should be between 20 and 25 years.
-
The applicant must have completed graduation (Arts, Science, Commerce) or intermediate (Class 12).
-
The youth must be actively seeking employment but not engaged in any government, private, or non-governmental job.
-
The applicant should not be running any business venture or receiving other government financial assistance.
-
The day the applicant secures a job, the allowance will automatically stop.
Duration and Benefits
-
Beneficiaries will receive ₹1,000 per month.
-
The support will continue for up to two years or until the youth finds a job, whichever comes first.
-
During this period, the financial aid is expected to ease the pressure on families and give young graduates time to prepare for competitive exams, interviews, or skill development.
Objective of the Scheme
The primary aim of the unemployment allowance scheme is to provide a safety net for jobless youth in Bihar. Many graduates face delays in securing suitable employment, and the allowance is meant to help them meet basic needs during this transition.
Moreover, the program reflects the state government’s commitment under the Saat Nischay initiative, a flagship development agenda of Nitish Kumar’s administration, focusing on welfare, education, and youth empowerment.
A Boost for Bihar’s Youth
With this expansion, the government hopes to reduce financial hardship among young graduates who are often dependent on their families. The scheme will also encourage them to pursue further skill training or competitive exam preparation without worrying about immediate financial constraints.
Political observers note that this move comes at a crucial time, as the government seeks to strengthen its connect with the youth, one of the largest voter bases in the state.
Conclusion
The expansion of the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana marks a significant step in supporting Bihar’s unemployed graduates. With ₹1,000 per month for two years, the scheme not only provides financial relief but also reflects the government’s commitment to youth welfare. While the amount may not solve all challenges, it offers a cushion for young job seekers navigating a tough job market.
