8th Pay Commission Update: The 8th Pay Commission has scheduled its next round of regional meetings for central government employees and pensioners. The Commission will hold discussions with employees, unions, and other stakeholders in Jaipur, Chennai, Puducherry, and Chandigarh. Views on issues related to salaries and pensions will be sought during these meetings. The Commission is chaired by former Supreme Court Justice Ranjana Prakash Desai.

Where and When Will the Meetings Take Place?

According to the notification issued by the Commission, the schedule for meetings in various cities is as follows:

City Meeting Date
Jaipur August 31 and September 1
Chennai September 7 and 8
Puducherry September 9
Chandigarh September 16 to 18

The Commission will also visit the railway departments of the Central Railway Zone in Mumbai to assess the working conditions of the employees. The deadline for submitting requests to meet the Commission regarding Jaipur, Chennai, and Puducherry was August 18, while applications for Chandigarh could be submitted until August 25.

Why Are Employees Focused on the Fitment Factor?

The Commission has not yet released the official agenda for the meetings. However, changes to the salary structure and the fitment factor are expected to be among the key issues. The fitment factor is a multiplier used to determine the basic salary. Employee unions are demanding that it be raised from 2.86 times to 3.83 times. If the demand for a 2.86x fitment factor is accepted, the minimum basic salary for entry-level central government employees could rise from the current ₹18,000 to over ₹50,000.

What Can Pensioners Expect?

The 8th Pay Commission is also addressing issues concerning the pensions of approximately 65 lakh (6.5 million) pensioners. The Commission is considering proposals to revise the basic pension based on the new fitment factor. This could also impact the minimum pension amount. The current minimum pension of ₹9,000 could rise to over ₹20,500 if the relevant proposal is approved. Additionally, changes regarding House Rent Allowance (HRA) and Dearness Allowance (DA) may also be discussed. The objective is to ensure that employee earnings are better aligned with rising inflation and daily living expenses.

When can the decision on the 8th Pay Commission be expected?

The 8th Pay Commission was constituted on November 3, 2025. The Commission has been given until May 2027 to submit its report. Given the 18-month timeframe for the Commission's work, updates regarding its recommendations can be expected between February and April 2027.

However, the submission of recommendations does not mean that new salary structures will be implemented immediately. Experience with Pay Commissions suggests that implementation can take anywhere from two to three years. Consequently, if recommendations are submitted in 2027, their full impact might only be visible around 2029 or 2030.
