New Charge on UPI: Will a ₹10 cup of tea become more expensive?

Understand the changes to UPI payments taking effect from October 15. Find out whether MDR will apply to transactions exceeding ₹2,000 and how this might impact your small purchases.

If you use UPI to pay for tea, breakfast, vegetables, or groceries, you should definitely understand this change coming into effect on October 15. People have a major question regarding UPI: Will there now be an extra charge on every UPI payment?

First, the direct answer: No.

There is no tax being levied on every UPI payment starting October 15, 2026. The change relates to specific merchant transactions.

What happens with a ₹10 cup of tea?

Suppose you have a cup of tea costing ₹10 and pay via UPI; you only have to pay ₹10.

Not ₹10.04 or ₹12.

Similarly, you won't have to pay an extra charge for buying vegetables worth ₹100 or making a small purchase of ₹500 simply because you used UPI.

MDR will not apply to eligible merchant UPI payments of up to ₹2,000.

Then, what is the 0.4% MDR?

An MDR (Merchant Discount Rate) of 0.4% will apply to certain eligible merchant UPI transactions exceeding ₹2,000.

For example, if an eligible merchant accepts a payment of ₹10,000 via UPI, the MDR at a rate of 0.4% would amount to ₹40.

However, keep in mind—MDR is not a UPI tax levied on the customer.

Can shopkeepers ask for cash?

This is where the ground-level impact of this change might be felt.

If some merchants are concerned about the cost of digital payments, they might prefer cash payments over UPI.

But this does not mean that all shopkeepers will stop accepting UPI.

According to the government, approximately 96% of merchant UPI transactions will remain outside the scope of the new MDR. The Zero-MDR arrangement will continue for small merchants as well.

So, what do customers need to keep in mind?

Not every UPI payment incurs a charge; small payments will remain as easy as before. The change primarily relates to certain large merchant transactions.

In other words, there is no need to worry the next time you scan via UPI for a ₹10 cup of tea—it will still cost exactly ₹10.
