The proposal suggests merging several levels within the current pay matrix to simplify the salary structure and reduce pay disparities among employees.

**Simplified Salary Structure**
According to the proposal, a new structure could be created by merging various levels—such as lower and mid-levels (Levels 2-3, 4-5, 7-8, and 9-10). This would provide employees with greater clarity regarding promotions and salary increments. Additionally, efforts are being made to narrow the wide gaps between existing levels, thereby ensuring a better balance in remuneration for similar work.

**Minimum Salary Could Rise from ₹18,000 to ₹69,000**
This proposal could have a major impact on salaries. The NC-JCM has recommended implementing a fitment factor of 3.83, which could raise the minimum basic pay from the current ₹18,000 to ₹69,000. This would benefit lakhs of employees and pensioners, potentially leading to a significant surge in total salary (CTC).

**Annual Salary Hike?**
Significant suggestions have been made regarding annual salary increments, not just basic pay. There is a demand to increase the current 3% increment to 6%, enabling employees' income to grow more rapidly each year and helping to mitigate the impact of inflation.

**Why is this change necessary?** Employee organizations argue that the current salary system is overly complex and characterized by significant disparities between various pay levels. Given rising inflation and the increasing cost of living, a substantial revision of salaries is essential. Consequently, proposals such as the merger of pay scales, an increased fitment factor, and better salary increments have been put forward to improve the employees' standard of living.

However, these measures currently remain merely proposals. A final decision will be implemented only after the recommendations of the 8th Pay Commission are received and the government grants its approval. Nevertheless, if these proposals are accepted, it could prove to be the most significant salary reform since the 7th Pay Commission, directly benefiting lakhs of government employees.
