Impact of the conflict involving Iran on LPG prices

According to data from the Oil Ministry's Petroleum Planning and Analysis Cell (PPAC), LPG consumption has dropped by 20% to 2.13 million tonnes this year. Notably, 90% of India's LPG supply is imported, primarily from the Middle East.

Supply chain disruptions at the Strait of Hormuz have increased pressure on international fuel prices. Through recent adjustments to petrol, diesel, and LPG rates, the government has passed on some of this price pressure to consumers. State-owned oil marketing companies (OMCs) are incurring heavy losses on the sale of each cylinder to shield consumers from oil price fluctuations caused by the conflict.

Cheapest LPG in India

Despite raising the price of the 14.2 kg LPG cylinder for the second time in June, the central government claimed that cooking gas prices in India are the lowest in the world. In a statement, the government noted that the cost of supplying domestic LPG cylinders has exceeded ₹1,600 due to the surge in international prices following the outbreak of war.

The government also stated that prior to the recent price revision, Oil Marketing Companies (OMCs) were incurring a loss of approximately ₹703 on the sale of each LPG cylinder. According to Praveen Mal Khanuja, Additional Secretary in the Ministry of Petroleum and Natural Gas, the government provides a subsidy of around ₹700 to non-Ujjwala customers and ₹1,000 to Ujjwala beneficiaries. He emphasized that while the actual cost of a 14.2 kg cylinder—based on the Saudi Contract Price (CP)—exceeds ₹1,600, customers pay ₹942.

Describing the recent price revision as a "very marginal increase" compared to the loss (under-recovery) of ₹700, Khanuja noted that the ₹29 hike translates to ₹1 per day, or an expense of "20 paise per family member daily" for a household consuming 12 cylinders a year. The cost of LPG imports into India is linked to the Saudi CP, the global benchmark for the fuel. According to a PTI report, this benchmark has risen by approximately 46% following disruptions to supplies via the Strait of Hormuz caused by the war.
