In UP, building plans for shops and houses will now be approved in minutes; the process will be simplified through auto-approval..
UP Industrial Development Authority Building Rules: Obtaining approval for building plans for houses or shops on land within all Industrial Development Authority areas in Uttar Pradesh—including Noida and Greater Noida—has now become significantly easier. Under the 'Model Building Regulations 2026' implemented by the Yogi government, the construction permit process has been greatly simplified. According to the new rules, building plans for residential plots of up to 500 square meters and commercial plots of up to 200 square meters will receive automatic approval, provided that all stipulated conditions are met. Furthermore, a system of online registration and self-certification has been introduced for smaller plots.
Following the Uttar Pradesh government's approval of the Model Building Regulations 2026, the relevant guidelines have been forwarded to all Industrial Development Authorities. The Greater Noida Authority is currently conducting a detailed review of these new regulations and is preparing to issue them as an official order. The matter will also be presented at the upcoming board meeting.
The Previous System
Under the existing system, applicants were required to submit an online application before commencing construction, even on small plots. This process involved a review by the Planning Department and could take up to 15 days. Frequently, minor objections would stall the approval of building plans, forcing allottees to make repeated visits to the Authority's office. The new system is expected to provide significant relief from these hassles.
Auto-Approval and Token Fee System
According to Authority officials, the implementation of these new rules means that for residential plots of up to 500 square meters, building plans will be automatically approved once the prescribed conditions are fulfilled. Similarly, a provision for automatic approval of building plans—in compliance with the regulations—has been introduced for commercial plots of up to 200 square meters, which will offer substantial relief to business owners. Under the new system, a facility for online registration and self-certification has been introduced for affordable construction on residential plots of up to 100 square meters and commercial plots of up to 30 square meters, for a nominal token fee of just one rupee.
**Requirement for building plans to be prepared by a registered architect**
To ensure transparency and technical accuracy, the new regulations include specific conditions. For construction on residential plots of up to 500 square meters and commercial plots of up to 200 square meters (within the prescribed limits), the building plan must be prepared by a registered architect. Subsequently, the plan, along with the requisite fee, must be submitted online via the Authority’s official website. This facility applies exclusively to plots that have been duly allotted or approved by the Authority.
Providing details on this matter, Lakshmi VS, ACEO of the Greater Noida Authority, stated that several provisions within the model building regulations have been significantly simplified at the government level. The new rules are currently being examined in detail, and an official office order regarding this will be issued shortly.
