Delhi BSES Meter Replacement Rules: If your BSES Rajdhani (BRPL) or BSES Yamuna (BYPL) electricity meter in Delhi suddenly starts running fast or providing incorrect readings, you can have it inspected in accordance with the department's rules. You can apply for meter testing and replacement from the comfort of your home via WhatsApp or the mobile app, or by visiting a BSES office.

According to BSES regulations, the department inspects the meter before installing a new one. A nominal meter testing fee is charged for this service. If the inspection report confirms that the meter is indeed defective, the department not only installs a new meter free of cost but also refunds the testing fee.

How to apply via WhatsApp
BSES Rajdhani (BRPL) users should send "Hi" to the official number 8800919123. BSES Yamuna (BYPL) users should send "Hi" to the official number 8745999888. Register your issue by selecting the "Meter Related Queries" or "Complaint" option from the menu.

How to apply via the BSES Mobile App
Download the BSES App on your mobile and log in using your CA number. Go to the "Complaints" section and select the "Meter Faulty" option. Register your issue by selecting "Meter Related Queries" or "Complaint" from the menu.

How to apply via the website
Visit the official BSES portal at www.bsesdelhi.com. Log in to your account via "Consumer Login" and submit an online application for meter testing.

How to apply offline by visiting a BSES office
Write an application addressed to the Division Officer, clearly mentioning the meter issue—such as jumpy readings, a faulty display, or the meter running too fast. Attach a copy of your latest electricity bill, the consumer's identity proof, and a clear photo of the current meter screen showing the current reading and kW load.

Complete process: Meter testing, new meter installation, and bill correction
After the complaint is registered, BSES will collect a prescribed fee (₹100–₹200) from you. Subsequently, a BSES technical team will visit your premises to install a 'check meter' or remove your existing meter and send it for laboratory testing. If the meter is found to be faulty during the test, BSES will immediately install a new meter free of charge, and the testing fee you paid will be adjusted against the following month's bill. In the event of a faulty meter, the bills issued for the period of incorrect or excessive billing will be revised—based on your average consumption during the corresponding period of the previous year—and an amended bill will be issued.
