The Haryana government has taken a significant decision affecting both existing employees in state government colleges and aspiring candidates. A proposal to amend the 'Haryana Education College Cadre Service Rules, 1986' has been approved.

The Haryana government has made a key decision for staff working in state government colleges and for young individuals seeking recruitment. During a Haryana Cabinet meeting held in Chandigarh—chaired by Chief Minister Nayab Singh Saini—several important proposals were approved. This includes an amendment to the 'Haryana Education College Cadre (Group C) Service Rules, 1986,' which introduces clearer and more stringent regulations for the direct recruitment and promotion of Junior Lecturer Assistants.

What are the recruitment rules for Junior Lecturer Assistants?

Following the Cabinet's approval, candidates seeking appointment as Junior Lecturer Assistants must now meet updated criteria regarding educational qualifications and experience. These new provisions apply equally to both direct recruitment and promotion. Under the revised rules, candidates are required to have passed the 12th-grade examination (or equivalent) from a recognized board in the Science stream, with Physics, Chemistry, and either Mathematics or Biology as subjects.

Changes to Experience and Age Limits

According to these amendments, candidates applying for direct recruitment must possess at least 5 years of experience working as a Laboratory Attendant in a recognized college. Furthermore, for promotion, it is now mandatory to have 5 years of experience as a Laboratory Attendant (following regular appointment) and to have studied Science subjects in the 12th grade. Employees who do not meet these requirements will not be included in the promotion list. Regarding age limits, the minimum age for candidates applying for the post of Junior Lecturer Assistant through direct recruitment has been set at 18 years, and the maximum age at 42 years.

Other Decisions Taken at the Cabinet Meeting

In addition to amending the service rules for Junior Lecturer Assistants, several other significant decisions were taken during this meeting of the Haryana Cabinet. A new 'Land Pooling Policy 2026' was approved, replacing the previous 2022 policy; it includes a provision to allocate 50% of the total saleable area to landowners for development projects. Furthermore, the registration of travel agents has been made mandatory to protect the youth from fraudulent practices, such as illegal recruitment for overseas jobs, human trafficking, and the use of 'donkey routes' (illegal migration routes). Additionally, it has been decided to convene a special session of the Haryana Legislative Assembly on November 26, coinciding with Constitution Day.
