The companies providing domestic gas connections in the country include Indian Oil Corporation (Indane Gas), Hindustan Petroleum Corporation Limited (HP Gas), and Bharat Petroleum Corporation Limited (Bharat Gas).
If a consumer already holds a connection from one company, obtaining a connection from a different company at the same address is considered a violation of the rules. However, consumers do have the option to convert their existing connection into a Double Cylinder Connection (DBC), which permits the possession of two cylinders under a single connection.
Legal Limits on Cylinder Possession at Home
For domestic consumers, it is generally considered standard practice to possess two cylinders under a single connection. Under this arrangement, one cylinder remains in use while the second can be kept in reserve. According to the regulations, a consumer is permitted to procure a maximum of 15 domestic cylinders per year.
If an individual hoards cylinders in excess of their requirements without valid authorization or stores more than 40 kilograms of LPG, such actions may be construed as hoarding. In such instances, the administrative authorities are empowered to take punitive action.
Strict Action Against Hoarding
The consequences for hoarding gas cylinders in excess of one's needs can be severe. If a case involving the illegal possession of cylinders or black marketeering comes to light, the individual's gas connection may be terminated, and heavy fines may be imposed.
In grave instances, such acts are classified as offenses under the Essential Commodities Act, which carries a potential prison sentence ranging from 3 months to 7 years for the accused.

From a safety perspective, it is essential to store LPG cylinders correctly. Cylinders should always be kept upright in a well-ventilated area. If there are two cylinders in the household, they should not be stacked on top of one another. The government and gas companies are appealing to consumers to refrain from panic-booking or stockpiling cylinders beyond their actual requirements. If every individual uses gas strictly according to their needs, it will prevent unnecessary strain on the supply system.
