Rules Changing From October 1: New Delhi. With the start of October, the country will see changes in several rules related to administration, finance, and public utilities. Several new regulations will come into effect—ranging from the requirement of biometric Aadhaar eKYC for domestic LPG cylinder subsidies to the implementation of the 'Saheli Pink Smart Card' for free bus travel for women in Delhi. Additionally, changes will be observed in RBI regulations concerning bulk Fixed Deposits (FDs) and TDS on NRI property transactions.
If you do not pay attention to these rules in time, your cooking gas subsidy could be halted, or your free travel facility on Delhi buses might be discontinued. Let us look at the five key changes coming into effect from October 1.
**Changes in LPG rules, including subsidy regulations and gas prices**
**Biometric eKYC becomes mandatory**
From October 1, biometric Aadhaar authentication (BAA) will become mandatory to avail the subsidy of approximately ₹210 on domestic LPG cylinders. Consumers who have not completed their eKYC will still receive cylinders, but at the market price. Furthermore, to curb black marketing and misuse, a One-Time Password (OTP) will be sent to the registered mobile number at the time of delivery; the cylinder will be handed over only after showing this OTP to the delivery person.
**New LPG cylinder prices to be announced**
As is the practice on the first of every month, oil companies will review and announce new rates for domestic and commercial LPG cylinders on October 1.
**'Saheli Pink Smart Card' mandatory for women in Delhi**
The old paper 'pink tickets' currently issued to women and transgender individuals on Delhi Transport Corporation (DTC) and cluster buses will be completely discontinued after September 30. From October 1, the benefit of free bus travel will be available exclusively to women holding the 'Saheli Pink Smart Card'. Women will be required to tap this card on the Electronic Ticketing Machine (ETM) during their journey. Those traveling without the smart card will have to purchase a ticket by paying the fare, just like regular passengers.
**No PUCC, No Fuel**
To curb rising pollution in Delhi and the National Capital Region (NCR), the administration is taking a very strict step. It has announced the strict implementation of the "No PUCC, No Fuel" rule in the capital starting October 1, 2026. Once this policy is in effect, fuel (petrol, diesel, or CNG) will not be available at any petrol pump in Delhi-NCR if a vehicle's Pollution Under Control Certificate (PUCC) is invalid or expired.
**RBI Rules for Bulk Fixed Deposits (FDs)**
According to new directives from the Reserve Bank of India (RBI), starting October 1, banks must offer the same interest rate to all customers for bulk FDs of the same tenure and amount. There can be no discrimination in offering interest rates between individual customers and institutions.
**Changes in Birth and Death Registration**
If the registration of a birth or death is not completed within the stipulated timeframe for any reason, new, streamlined rules regarding the delayed registration process, affidavits, and fees will come into effect from October 1.
**Simplified TDS Process for NRI Property Transactions**
Tax rules have been simplified for Indian buyers purchasing immovable property or land from Non-Resident Indians (NRIs). Starting October 1, buyers will no longer be required to obtain a separate TAN (Tax Deduction and Collection Account Number). They will be able to easily deposit TDS directly using their PAN card and the new Form 141.
