In a letter to the Labour Minister, the association noted that it is difficult to run a large, modern organization like the EPFO without a robust IT team. A major concern is that there has been no new recruitment in the EPFO's Information Services Division (ISD) for several years; surprisingly, the last direct recruitment in this department took place in 2004.
**Limited Resources in the IT Department**
The letter highlighted that several Joint Directors and Deputy Directors of the ISD have either retired or left the organization, yet no new officers have been appointed to replace them. Furthermore, the EPFO has failed to appoint a full-time Chief Technology Officer (CTO) for the past three years. Consequently, the entire IT department is operating with extremely limited resources. Officials argue that while seeking assistance from external agencies for software development is beneficial, the lack of adequate in-house technical experts prevents proper quality checks and monitoring of the software, potentially leading to increased system issues.
**Increased Pressure on Field Offices**
Officials state that when claims get stuck, staff in field offices face immense pressure due to the resulting complaints. They are required to handle grievances received via online portals, social media, and in-person visits, leading to a constantly increasing workload. Additionally, the officials pointed out that there has been a lack of focus on increasing the overall staff strength within the EPFO. Workload was last assessed in 2016-17, yet many offices continue to operate based on staffing norms established in 2008. EPFO offices in major cities like Mumbai, Delhi, Bengaluru, and Gurugram are facing the greatest pressure.
The association warns that if technical experts are not recruited, staff strength is not increased, and digital systems are not strengthened in a timely manner, EPFO services could be further adversely affected in the future. Therefore, they have urged the government to take the necessary steps promptly.
