How were grades assigned?

Utkarsh: 91 to 100 percent
Uttam-1: 81 to 90 percent
Uttam-2: 71 to 80 percent
Uttam-3: 61 to 70 percent
Pracheshta-1: 51 to 60 percent
Pracheshta-2: 41 to 50 percent
Pracheshta-3: 31 to 40 percent
Aakanshi-1: 21 to 30 percent
Aakanshi-2: 11 to 20 percent
Aakanshi-3: Up to 10 percent
What does the national picture reveal?
According to the released data, no district in the country could reach the highest ‘Utkarsh’ (91-100%) or ‘Uttam-1’ (81-90%) grades in 2024-25. The highest number of districts fell into the ‘Pracheshta-1’ (51-60%) and ‘Pracheshta-2’ (41-50%) categories. In contrast, the number of districts in the ‘Aakanshi’ categories was significantly lower. This indicates a reduction in the number of very poor-performing districts, though no districts have yet reached the top tier. Nationally, compared to 2023-24, the number of districts in the ‘Pracheshta-1’ and ‘Uttam-3’ categories has increased, while the count in ‘Pracheshta-2’ and ‘Pracheshta-3’ has decreased. This implies that many districts have gradually moved towards better grades.
Delhi's Performance
Regarding Delhi's 13 districts, in 2024-25, 9 districts were in the ‘Uttam-3’ (61-70%) category, 4 districts in ‘Uttam-2’ (71-80%), and 3 districts in ‘Pracheshta-1’ (51-60%). No district in Delhi managed to secure the ‘Utkarsh’ or ‘Uttam-1’ grade; however, not a single district falls into the ‘Aakanshi’ (Aspirational) category either. This clearly indicates that all of Delhi’s districts remain in the category of relatively better performers.
The report also ranks districts based on various categories. For instance, in the ‘Digital Learning’ category, the South district secured the top spot with 39 points, followed by New Delhi and South West-B (South West B-I), both scoring 36 points. Meanwhile, North West-A scored 33 points in this category.
Situation in other states
The report also compares districts within states. For example, both districts of Goa fall under the ‘Pracheshta’ category, while the majority of districts in Haryana are placed in the ‘Pracheshta-2’ and ‘Pracheshta-3’ grades. This highlights that there is still scope for educational improvement across almost all states.
The government states that the objective of this report is to identify shortcomings in states and districts and encourage them to provide better education, thereby improving the quality of schooling across the country. The report is not merely about rankings; it is also intended to help identify the areas where improvement is most needed.
