Starting November 1, 2026, significant changes to several key regulations—affecting the common man’s finances, the banking system, and daily life—will come into effect across the country. To control rising air pollution in the Delhi-NCR region, strict restrictions on vehicle entry and construction activities are being implemented under the Graded Response Action Plan (GRAP). Consequently, vehicles older than the BS-6 (Bharat Stage VI) emission standard will be prohibited from entering Delhi, effective November 1, 2026. This will impact vehicles arriving in Delhi from states such as Uttar Pradesh, Haryana, Punjab, and Rajasthan. Meanwhile, there will also be updates and adjustments to regulations concerning banking, Aadhaar cards, and credit cards.

In Delhi, parking fees—including those in the Lutyens' Zone—will double. In Uttar Pradesh, the timings for *darshan* (viewing the deity) and *aarti* at the Ram Mandir are also being revised. New rules regarding SBI credit card charges are coming into force, and there will be changes to regulations governing bank accounts and lockers.

Curbing Pollution in Delhi-NCR
Anticipating haze and smog during the winter months, the administration has taken stringent measures regarding vehicular movement and construction activities in the capital. From November 1, only vehicles meeting BS-6 (Bharat Stage VI) emission standards will be permitted to enter Delhi. There will be a strict ban on the entry of older-technology diesel vehicles, buses, and taxis arriving from Uttar Pradesh, Haryana, Punjab, and Rajasthan. Electric vehicles (EVs) and those running on CNG or LNG are fully exempt from these restrictions. Furthermore, fuel (petrol/diesel) will not be provided to vehicles lacking a valid PUC (Pollution Under Control) certificate.

To discourage the use of private vehicles, parking fees at designated parking sites—including those in the Lutyens' Zone—will be doubled for the period from November 1, 2026, to February 28, 2027. However, parking facilities at Delhi Metro stations will remain exempt from this increase. From November 1 to January 31, 2027, demolition and excavation activities—which generate dust—will be prohibited; these restrictions will be further tightened starting December 10. Additionally, a 50% 'work-from-home' (WFH) policy will be implemented for both government and private offices.

Major Changes to Bank Accounts and Locker Rules
Under the Banking Laws (Amendment) Act, effective from November 1, customers will benefit from significant improvements regarding their bank accounts and locker security. Account holders can now designate up to four nominees for their individual or joint bank accounts and bank lockers. Furthermore, the account holder can specify the exact percentage of the total balance or assets that each nominee is entitled to receive.

For bank lockers, a 'sequential nomination' facility will be introduced, allowing account holders to determine the order of access—specifying who gets primary access to the locker and the sequence for subsequent access. This will help prevent disputes during the settlement of claims.

Significant Relief for Aadhaar Card Updates
The Unique Identification Authority of India (UIDAI) has provided major relief to families undergoing biometric updates for their Aadhaar cards. The ₹125 fee previously charged for mandatory biometric updates for children (at ages 5–7 and 15–17) has been completely waived. This exemption will remain in effect for one year. Additionally, the process for making online demographic updates—such as changes to names or addresses—has been further simplified.

Changes to SBI Credit Card Rules
Starting November 1, State Bank of India (SBI) credit cardholders will see new changes regarding the use of their unsecured credit cards. New finance charges and processing fees may apply to transactions such as loading digital wallets or making purchases within specific merchant categories. Cardholders are advised to review the updated fee guidelines before proceeding with utility bill payments or wallet transactions.

Review of LPG and Fuel Rates
As is the case on the first of every month, oil marketing companies (OMCs) will review the rates for LPG, CNG, PNG, and aviation turbine fuel (ATF) on November 1st. Consequently, gas prices may fluctuate. Adjustments to the prices of domestic and commercial LPG cylinders are possible, based on crude oil prices in the international market—a change that will directly impact the budgets of the general public and business owners.

Additionally, in Ayodhya, Uttar Pradesh, a winter schedule—adjusted for seasonal changes—is being implemented for *darshan* (viewing of the deity) and *aarti* (ritual worship) at the Ram Mandir.
