Delhi Traffic Challan Digital System: The Delhi government is soon set to implement amendments made to the Central Motor Vehicles Rules, 1989. Following this, the entire process of issuing traffic challans (fines) will become fully digital and time-bound. The objective is to curb traffic violations and bolster road safety. According to a statement from the Delhi Chief Minister's Office (CMO), once the new rules come into force, evading a challan will no longer be possible, and all individuals will be required to settle their challans within the stipulated timeframe. Furthermore, it will no longer be possible to approach the courts directly without first following the prescribed procedure.

**Strict Action Against Repeat Offenders**
Under the new rules, if an individual violates traffic regulations five or more times within a single year, they will be classified as a "Serious Offender." The driving licenses of such individuals may be suspended or revoked.

**The Challan Process Will Be Entirely Digital**
The system for issuing challans will now be completely modernized and digital. Police personnel or authorized officials will be able to issue challans either physically or electronically. Traffic violations detected via cameras and digital surveillance systems will result in the automatic generation of an e-challan. This e-challan will be sent to the violator's mobile phone within three days. Additionally, a physical notice will be delivered to their home address within 15 days.

**Time Limits for Paying and Contesting Challans**
Upon receiving a challan, an individual will be granted a window of 45 days. During this period, they may either pay the prescribed fine or contest the challan by submitting supporting evidence to a designated grievance officer via an online portal. If no action is taken within these 45 days, the challan will be deemed automatically accepted. Subsequently, it will become mandatory to pay the fine within the following 30 days.

**Consequences of Non-Payment**
The primary objectives of this new system are to ensure strict adherence to traffic regulations, enhance procedural transparency, and reduce the incidence of road accidents. If an individual chooses to contest a challan and their objection is subsequently rejected, they will have two available options: they may pay the full fine amount within 30 days, or they may deposit 50 percent of the challan amount and approach the courts to seek legal recourse. If no action is taken within the stipulated timeframe, the challan will be deemed accepted.

Subsequently, the concerned individual will be required to pay the fine within the next 15 days. The fine may be paid through online channels (electronic modes). Meanwhile, the Grievance Redressal Officer must upload the decision taken regarding a complaint to the portal within 30 days. Once the deadline expires, daily electronic notices will be issued. In the event of continued non-payment, all services associated with the vehicle—such as tax payments, driving license renewals, and vehicle registration-related procedures—will be suspended.

Furthermore, the vehicle will be flagged on the government portal as "Not to be Transacted," meaning it is restricted from any transactions. No services related to the vehicle can be availed until the outstanding dues are cleared. If deemed necessary and pursuant to a court order, the police or an authorized officer may also impound the offending vehicle. All challans will be issued in the name of the vehicle's registered owner, and notifications regarding the same will be sent via SMS, email, or other digital channels.
