Rules regarding driving licenses in Bihar have been revised. A driving training certificate will now be mandatory for obtaining a Light Motor Vehicle (LMV) driving license. The objective of this measure is to better train new drivers in road safety rules and safe driving practices. This decision was taken during a meeting of the Bihar Road Safety Council, held under the chairmanship of Transport Minister Damodar Raut.

**Changes to Driving License Rules**
Currently, approximately 41 registered driving training schools are operational in Bihar, providing training that meets modern standards through qualified instructors. Approval has been granted for a total of 66 motor vehicle driving training institutes; of these, 41 are already functional, while 25 are under construction.

An annual training calendar has been prepared for all districts to raise awareness about road safety among drivers. Additionally, a standard road safety guideline has been formulated and distributed to all districts. Based on this, regular road safety training is being provided to both government and private drivers across the state.

**Benefits of the New Rule**
It is no longer possible to obtain a license simply by visiting the RTO and taking the driving test; one must first submit the original training certificate from a registered training school. The primary goal of this change is to ensure new drivers learn safe driving practices and to reduce road accidents in the state.

Transport Minister Damodar Raut stated that the Bihar government is committed to reducing road accidents and establishing a safe traffic system. He emphasized that trained drivers are the strongest link in a safe traffic system. The decision to mandate a certificate from a recognized driving training institute for LMV licenses will prove to be a significant step towards reducing road accidents. He directed all concerned departments to coordinate effectively to make road safety campaigns more impactful and to ensure that training programs reach the grassroots level.
