According to fresh directives issued by the Railway Board, if an employee has already availed of benefits under the NPS, they will not be able to shift to the UPS later.

This decision is particularly significant for employees retiring after April 1, 2025. The order states that if an employee has already received annuity benefits from their NPS funds post-retirement, their case will be considered final, leaving no scope for a switch to the UPS.

When the UPS was introduced, the government offered employees covered under the NPS the option to switch to the UPS if they wished. A specific deadline (November 30, 2025) was set for this purpose. However, several instances arose where employees opted for UPS within the timeframe, but the switch could not be processed due to technical or administrative reasons; they subsequently requested to move to UPS.

The Railway Board has now clarified that:
*   If NPS funds have already been received in the interim, switching to UPS is impossible.

*   This applies regardless of whether an application was submitted earlier or if there were system-related issues.

In essence, the Railway Board's 2026 circular outlines clear guidelines for the implementation and operation of the UPS. It specifies that the option to switch from the NPS to the UPS is available only within a limited timeframe and subject to specific conditions. Crucially, this option is deemed "one-time" and "final." This means that once a scheme is chosen or NPS benefits are availed, there will be no further opportunity to change the scheme.

Who does this rule apply to?
