As the Union Budget 2026 approaches, expectations are rising among senior citizens across India—especially those who rely on trains for long-distance travel. Finance Minister Nirmala Sitharaman is set to present the budget on February 1, 2026, and elderly passengers are closely watching whether the government will finally restore railway ticket concessions for senior citizens, a benefit that was withdrawn during the COVID-19 pandemic and has not yet returned.

The issue has gained renewed attention after Indian Railways increased passenger fares from December 26, 2025. With travel becoming more expensive, senior citizens feel the financial strain more sharply, reigniting demands for the reinstatement of discounted tickets.

Railway Fare Hike Adds to Senior Citizens’ Worries

Indian Railways recently announced a fare hike for journeys exceeding 215 kilometres. Under the revised structure, passengers travelling in general class now pay an additional 1 paisa per kilometre, while those in non-AC and AC classes of mail and express trains pay 2 paise extra per kilometre.

According to railway estimates, this increase is expected to generate around ₹600 crore in additional revenue. However, the burden of this hike falls disproportionately on elderly passengers, many of whom travel frequently for medical treatment, religious pilgrimages, or to visit family members. For seniors living on fixed incomes, even a modest rise in fares can significantly impact travel affordability.

What Benefits Did Senior Citizens Earlier Receive?

Before the pandemic, Indian Railways offered generous concessions to senior citizens. Until 2019, male passengers aged 60 years and above were eligible for a 40% discount on ticket fares, while women aged 58 years and above received a 50% concession.

These benefits applied to almost all major train categories, including Mail, Express, Rajdhani, Shatabdi, and Duronto services. For example, a first AC ticket on a Rajdhani train costing ₹4,000 could be booked by a senior citizen for approximately ₹2,000 to ₹2,300 after applying the discount. This made long-distance travel significantly more affordable for elderly passengers.

Why Was the Concession Withdrawn During COVID-19?

In 2020, during the peak of the COVID-19 pandemic, the government temporarily suspended senior citizen concessions. The decision was justified at the time by citing low passenger numbers and severe financial pressure on Indian Railways due to prolonged service disruptions.

While the move was initially understood as a temporary emergency measure, the concession was never reinstated even after normal operations resumed. Today, trains are once again running at near-full capacity, and railway revenues have improved. Despite this recovery, the absence of senior citizen discounts continues to disappoint elderly travellers.

Growing Discontent Among Elderly Passengers

Many senior citizens believe that the current situation is unfair. After retirement, most elderly individuals depend on pensions, savings, or limited sources of income. Rising healthcare costs, inflation, and now increased travel expenses have further tightened their budgets.

For seniors who need to travel frequently—for hospital visits, religious tours, or family commitments—the lack of ticket concessions feels like a significant loss. They argue that restoring the discount would provide meaningful financial relief and acknowledge their lifelong contribution to society.
