BMC Budget: How much is the BMC budget, and how does the Mumbai municipality generate revenue?

Mayoral elections are scheduled for 29 municipal corporations in Maharashtra on January 15th. India's richest municipal corporation, the Brihanmumbai Municipal Corporation (BMC), is under scrutiny in these elections. This is because the BMC is considered the country's most resource-rich municipal corporation. Its budget for the 2024-25 fiscal year was more than double the combined budgets of the municipal corporations of Delhi and Bengaluru. According to media reports, the BMC's budget for the 2024-25 fiscal year was approximately ₹59,954.7 crore, while the Delhi Municipal Corporation's (MCD) budget was ₹16,683 crore and the Bruhat Bengaluru Mahanagara Palike (BBMP)'s budget was ₹12,369 crore. Meanwhile, the Kolkata Municipal Corporation's budget was only ₹5,166.5 crore. Over the past 10 years, the BMC's budget has nearly doubled to ₹51,000 crore in the 2024-25 fiscal year. Expenditures have also increased from ₹20,500 crore in the 2015-16 fiscal year to ₹44,500 crore this year.

Where does the BMC earn its income?
The BMC's income has steadily increased over the past decade. It also has a strong fixed deposit base, the interest on which contributes to a portion of its annual income. The BMC's total income for the 2024-25 fiscal year is estimated to be ₹81,774 crore. Fees from various services, licenses, and user fees are the BMC's largest source of income, followed by grants and subsidies from the state and central governments, taxes, and interest on investments and reserves.

Between 2016 and 2025, the BMC received ₹94,600 crore from fees and user charges. This includes fees such as registration fees, admission fees, late license renewal charges, swimming pool booking charges, demolition charges, advertising fees, and water connection charges. During the same period, the BMC received grants and subsidies worth ₹86,700 crore from various government schemes and other government agencies for services provided. For example, in the 2023-24 fiscal year, the BMC collected ₹61.7 crore from the Mumbai Metropolitan Region Development Authority (MMRDA) for cleaning the Bandra-Kurla roads. Between 2016 and 2025, the Mumbai Municipal Administration earned ₹75,800 crore from taxes such as road tax, theater tax, electricity tax, property tax, and water tax.

Roads and Bridges: The BMC Spends This Much
The BMC's largest expenditure is on roads, bridges, sewage lines, public health services, education, security, and employee salaries and pensions. Over the past 10 years, the BMC has spent ₹1,11,600 crore on the city's maintenance and development. During this period, ₹10,700 crore was provided as grants to hospitals, educational institutions, libraries, and various funds and schemes. ₹36,300 crore was spent on the operation and maintenance of public infrastructure.

Crores Spent on Disease Prevention
According to official documents, the city spent ₹8,600 crore on administrative work such as audits, insurance, legal expenses, advertising and public relations, fuel, travel, freight, and vehicles. The BMC also spends significantly on public health schemes. In the financial year 2024-25, ₹99.5 crore was spent on insecticides to prevent mosquito-borne diseases and ₹12.8 crore on controlling rats.
