This is how it works.

When you open a photo of a building or landmark in your photo library. The option of “Look Up Landmark” will appear on it. Clicking on it identifies the photo. Also, whether the data of your photo will be sent to Apple or not.

No response from Apple

Your iPhone creates a vector embedding. This is information related to the landmark part of the photo. This data and some fake queries are sent to Apple. After this, Apple sends several matches to your phone. After this, your phone chooses the correct match. Jeff Johnson has raised questions about this. However, Apple has not commented on this yet.
