Ambulance to arrive within 20 minutes during emergencies; government issues new NAS guidelines—here’s what you need to know..

In any medical emergency, receiving timely treatment is paramount; a delay of even a few minutes can prove fatal. To address this, the Central Government has issued the National Ambulance Service (NAS) Operational Guidelines 2026 for the entire country. The objective of these new regulations is to ensure that everyone gets quick access to an ambulance when needed, that advanced care begins en route, and that ambulance service quality remains consistent nationwide.

**Targeting a 20-Minute Arrival Time**
Under the new guidelines, the government has, for the first time, set a nationwide standard for ambulance arrival times. Ambulances are now mandated to reach the scene within an average of 20 minutes of receiving an emergency call. Furthermore, the control room must dispatch the ambulance within three minutes of receiving the call. Failure to adhere to these timelines could result in penalties or action against the concerned agency.

**Rules for Answering Calls**
The new system defines responsibilities not only for ambulance dispatch but also for call centers. Now, 95 percent of emergency calls must be answered within 20 seconds. If a call is missed for any reason, a return call to the caller is mandatory. This eliminates the need for people to call repeatedly for help, thereby saving time.

**Trained Medical Staff in Every Ambulance**
Every ambulance will now be staffed not just by a driver but also by a trained Emergency Medical Technician (EMT). This personnel will provide essential initial care to the patient before reaching the hospital, helping to stabilize the patient's condition and ensuring treatment begins without delay.

**Doctors in the Control Room**
The new guidelines also mandate the presence of doctors in the control room. When an ambulance reaches a patient, the doctor can provide telephonic advice to the EMT regarding appropriate treatment based on the patient's condition. This ensures the patient receives superior medical assistance even before arriving at the hospital.

**GPS Monitoring for Every Ambulance**
Installing a GPS in all ambulances will be mandatory. This will enable the control room to track the location of ambulances in real-time and dispatch the nearest one to the patient. This will reduce response time and ensure people receive timely assistance. Additionally, the entire service will be monitored in real-time.

**No ambulance to operate without inspection**
The government has also placed special emphasis on the quality of ambulances. Now, any private ambulance must undergo inspection by a district-level committee before being inducted into service. Approval will be granted only if the vehicle meets all prescribed standards. This measure will curb the operation of substandard ambulances or those lacking essential facilities.

Furthermore, ambulance services will eventually be integrated with the '112' emergency number, allowing people to access all types of emergency assistance through a single number.
