The Delhi government has provided relief to millions of vehicle owners in Delhi. On October 30th, the Delhi government removed the one-year time period for obtaining a No Objection Certificate (NOC) for older vehicles in Delhi. Following this government decision, owners of 10+ year-old diesel vehicles and 15+ year-old petrol vehicles will now be able to obtain an NOC to re-register their vehicles in another state. This means that the expiry date of their vehicle registration no longer matters for obtaining an NOC.

What changes have occurred in the rules?

According to the old guidelines, all vehicle owners were required to obtain an NOC within one year of their vehicle's registration expiration date. These rules have now been amended, giving owners of 10-year-old diesel vehicles and 15-year-old petrol vehicles more time to obtain an NOC. Consequently, you can easily register your 20-year-old vehicle in another state outside Delhi. Therefore, the expiry date is no longer a requirement. This government decision will allow millions of vehicles to be easily registered outside Delhi.

Required Documents for Obtaining an NOC

To obtain an NOC for your old vehicle, you must submit three copies of Form 28. Additionally, you must provide proof of identity, such as your Aadhaar card, passport, voter ID, or driving license. The vehicle's RC (Registration Certificate), a valid insurance certificate, and a PUC certificate will also be required. A pencil print of your vehicle's engine will be taken, along with proof of road tax payment receipts. If the vehicle is financed, a clearance certificate is required.

How to Apply for an NOC?

To apply for a NOC, follow the steps below.

1. First, visit the transport portal vahan.parivahan.gov.in.

2. Then, go to the Services tab and click on Application for No Objection Certificate.

3. Now, enter your vehicle registration details and verify them.

4. Upload scanned copies of all your documents.

5. Then, pay the NOC fee online.

6. After submitting the form, print the acknowledgement slip.

7. Then, submit the hard copies and original documents to the RTO for verification.

8. After approval, collect your NOC from the RTO.
