The process of meetings for the 8th Pay Commission is continuing steadily. As part of this sequence, the Commission’s next meeting is set to be held in Bengaluru. Employee organizations have already placed several demands before the Commission, clearly indicating the employees’ expectations. Different unions have put forward their respective demands.

Some have sought a revision of the fitment factor to ensure a significant increase in the basic salary structure in light of inflation, while others have demanded a hike in Dearness Allowance (DA). Let us explore the specific demands made by these unions.

Demands raised by these organizations

Ahead of the 8th Pay Commission meeting in Bengaluru, two major employee organizations have presented their demands to the Commission: the IRTSA (Indian Railways Technical Supervisors Association) and the RSCWS (Railway Senior Citizens Welfare Society). Both organizations represent railway employees and retirees. It is these two bodies that have submitted their key demands to the Commission prior to the upcoming Bengaluru meeting.

What are the IRTSA’s demands?

The Indian Railways Technical Supervisors Association (IRTSA) has put forward five demands regarding the fitment factor, minimum pay, allowances, and more, ahead of the Bengaluru meeting. These are as follows:

The organization’s first demand is that the minimum pay be raised to ₹52,600. Adjustments to the fitment factor should be made based on the different levels of employees, such as:

Employees should also receive an annual increment of 5%.
Additionally, separate allowances should be provided for night duty, overtime, and high-risk jobs.
Furthermore, employees should be provided with substantial financial benefits during their service to ensure post-retirement security.

What are the demands of RSCWS?

The Railway Senior Citizens Welfare Society (RSCWS) has also put forward demands on behalf of the organization representing retired employees. These are as follows:

The organization representing retired employees has demanded an increase in the basic pay component.
They have called for a better balance between basic pay and allowances to facilitate the periodic revision of HRA and TA.
They have demanded a review to enhance compensation for specialized duties and hardship-prone roles.
Demands have also been made for a meaningful basic pay structure to ensure retirement security.
Additionally, the organization has urged for a review and upward revision of essential allowances in line with inflation.

What will be the outcome of the Bengaluru meeting?

It is worth noting that the commission’s next meeting is scheduled to take place in Bengaluru, where issues such as the fitment factor, salary revision, and pension reforms will be discussed. However, while these matters will be deliberated upon, no final outcome is expected to emerge at this stage. The commission’s final report is scheduled for release in June 2027.
