More than 10 million central government employees and pensioners are eagerly awaiting the implementation of the 8th Pay Commission. The report has not yet been released, and even after it is, implementation will take some time. In short, the wait is long, but whenever it is implemented, employees stand to gain significantly.

How are arrears paid?

According to estimates—based on a fitment factor of 2.57 and a potential 20-month delay in the Commission's implementation—central government employees in Levels 4 through 7 could receive arrears of up to ₹14.10 lakh.

Under Pay Commission rules, arrears are calculated solely based on the difference in revised Basic Pay. This simply means that when the government pays arrears, the calculation is not based on your gross salary. Gross salary includes various allowances—such as HRA (House Rent Allowance), TA (Travelling Allowance), and DA (Dearness Allowance)—in addition to Basic Pay.

When a new Pay Commission is implemented, the arrears for previous months are based on the difference in Basic Salary. Allowances (HRA, TA, etc.) are not revised retroactively for past months; therefore, no arrears are paid on them.

What is the math behind the ₹14.10 lakh arrears?

To understand this, suppose your Basic Salary under the 7th Pay Commission was ₹44,900, and it increases to ₹1,15,393 under the 8th Pay Commission. The monthly difference would be ₹1,15,393 - ₹44,900 = ₹70,493. You would receive arrears based on this amount of ₹70,493. Now, if the government decides to pay arrears for 20 months, the total amount would be: ₹70,493 (monthly difference) × 20 (months) = ₹14,09,860 (approximately ₹14.10 lakh). This sum of ₹14.10 lakh does not include any component of your previous HRA or TA.

Who will receive how much in arrears based on the 2.57 fitment factor?

A Level 7 employee could receive arrears of up to ₹14.09 lakh (approximately ₹14.10 lakh).
A Level 6 employee could receive estimated arrears of ₹11.11 lakh, based on a current basic pay of ₹44,900.
A Level 5 employee could receive estimated arrears of ₹9.13 lakh, based on a current basic pay of ₹29,200.
A Level 4 employee could receive estimated arrears of ₹8.00 lakh, based on a current basic pay of ₹25,500.
