According to a *Livemint* report, recent signals suggest that the 8th Pay Commission rules could be modified to include revisions to the pensions of employees who retired before January 1, 2026. However, the government has not yet taken a final decision on this matter.

Potential changes to the pension scheme

Several employee and pensioner organizations—such as the Bharat Pensioners Samaj (BPS) and the All India Defence Employees Federation (AIDEF)—have been urging the government to modify the Terms of Reference (ToR) for the 8th Pay Commission. Consequently, reports indicate that meetings between the 8th Pay Commission and these organizations are scheduled to take place soon. Meetings are planned for August 31 in Rajasthan and September 7 in Tamil Nadu, followed by further meetings in Chennai and Puducherry during the second week of September.

What are the organizations' demands?

The primary demand of these organizations is the revision of pensions for employees who retired before January 1, 2026, and their families. They argue that the focus should not be solely on the salaries of current employees; the interests of existing pensioners and their families must also be considered. Pensioner organizations have also demanded the removal of terms like "unfunded cost of non-contributory pension scheme" from the ToR. They maintain that a pension represents financial security for retired employees, not merely an expenditure burden on the government.

Yes, indeed! These rules are subject to change; the regulations governing the 8th Pay Commission are not set in stone. In the past, the government has modified the Terms of Reference (ToR) for pay commissions whenever the need arose. The rules for the 5th Pay Commission were amended four times between 1995 and 1996, while the ToR for the 6th Pay Commission was revised twice. Furthermore, the ToR for the previous—7th—Pay Commission was also modified in September 2015. Therefore, if the government wishes, it can amend the rules to include the pensions of existing pensioners within the scope of the 8th Pay Commission.
