8th Pay Commission New Updates: The central government recently issued a ToR (Terms of Reference) regarding the 8th Pay Commission, and this ToR has raised some objections from employees and pensioners. Following the release of the ToR on November 3rd, employees and pensioners have stated that the date for the implementation of the 8th Pay Commission's recommendations is not mentioned. This means that the date for the 8th Pay Commission's implementation is not mentioned. The implementation date for the previous Pay Commission's recommendations has been January 1st. These recommendations are implemented every 10 years. The 7th Pay Commission's term ends on December 31st, 2025. Accordingly, the 8th Pay Commission's recommendations should be implemented on January 1st, 2026. Now, since the ToR lacks a date, doubts are being raised.
Organizations wrote letters to the Prime Minister and the Prime Minister.
Several employee and pensioner organizations have reviewed the ToR since its release. Organizations like the All India Defence Employees Federation (AIDEF), the Confederation of Central Government Employees and Workers (CCGEW), and the Bharat Pensioners Samaj (BPS) have also written letters to Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman. In these letters, the organizations have raised objections to the shortcomings of the ToR and demanded changes.
Demand for Changes on These 7 Points
Several organizations have raised objections to some of the points included in the ToR. According to an ET report, recently, the NC-JCM (National Council of the Joint Consultative Machinery) sent a letter to PM Modi demanding certain reforms. These include the restoration of the Old Pension Scheme (OPS), revision of pensions for existing retired employees, and inclusion of provisions included in previous pay commissions. The Bharat Pensioners Samaj (BPS) has also demanded changes on 7 points in its letter.
The organization wants the ToR to clearly state the date of implementation of the 8th Pay Commission recommendations. That is, it should state that the recommendations will be implemented from January 1, 2026.
The ToR also demands the removal of the term 'Unfunded Cost'. The Supreme Court has declared pension a constitutional right, so the organization wants pension not to be considered a burden on the government.
More than 2.6 million employees appointed after 2004 are demanding the reinstatement of OPS instead of NPS. The BPS has demanded that the 8th Pay Commission review all systems, including OPS, NPS, and UPS.
The organization wants clear rules for pension parity and revision. A uniform principle should be applied to all pensioners, regardless of date, to eliminate the gap between new and old pensioners.
Gramin Dak Sevaks (GDS) and autonomous bodies should also be included in the 8th CPC. The organization has also appealed to include statutory bodies in this scope.
In view of rising inflation, the organization wants employees to be immediately granted 20% interim relief, and the same should apply to pensioners.
The organization has also demanded changes to the CGHS (Central Group Health Scheme). These demands include the opening of CGHS centers, cashless treatment, and the implementation of pending parliamentary committee recommendations.
The organization states that all these changes in the 8th Pay Commission are in the best interests of employees and pensioners. They say the central government should take cognizance of this matter and clarify its intentions on these issues soon. It should be noted that AIDEF and CCGEW have previously opposed the exclusion of 6.9 million pensioners with 30 years of service from the purview of the 8th Pay Commission. However, it is being said that there is no official clarification on this matter. There is no clear message among the organizations regarding whether the 8th Pay Commission will be implemented from 2026 or not.
