8th Pay Commission: How much will salaries increase if the fitment factor rises from 3.61 to 4.00 under the 8th Pay Commission?
From lunch tables in government offices to evening tea breaks, the one topic dominating conversations—among everyone from junior clerks to senior officials—is the 8th Pay Commission. People are busy calculating potential hikes in salaries and allowances, using everything from their fingers to calculators. Although no one knows exactly how much salaries will rise yet, reports citing sources immediately spark discussions among employees and pensioners. The greatest curiosity surrounds what the "magic number" for the fitment factor will be this time. Under the 7th Pay Commission, a fitment factor of 2.57 raised the minimum basic salary from ₹7,000 to ₹18,000. This time, employee unions have demanded a fitment factor ranging from 3.61 to 4.00. Consequently, every central government employee has just one question: if the fitment factor is set between 3.61 and 4.00 under the 8th Pay Commission, by how much will their salary increase?
The fitment factor plays a crucial role in the pay commission structure, as it determines the extent of the hike in employees' basic salary within the pay matrix. Simply put, the fitment factor is a multiplier used to calculate the new basic salary based on the existing one. Even a slight change in the fitment factor can significantly impact salaries across all pay levels. It also affects benefits like House Rent Allowance (HRA), because when the basic salary increases, other allowances linked to it rise automatically.
What the employees have demanded
Various employee and pensioner organizations have placed several demands regarding the fitment factor before the 8th Pay Commission:
BPMS: The Bharatiya Pratiraksha Mazdoor Sangh (BPMS) has demanded a fitment factor of 4.00. Under this proposal, the demand is to set the minimum basic pay directly at ₹72,000 and the minimum pension at ₹36,000.
NCJCM Staff Side and BPS: The National Council JCM and Bharat Pensioners Samaj have proposed a factor of 3.833. Based on this, the minimum salary has been estimated at ₹69,000, factoring in the costs of nutrition, education, and housing for a family of five.
Ministerial Staff Association: The Ministerial Staff Association has demanded a fitment factor of 3.61, which would raise the minimum basic pay for Level-1 employees to ₹64,980.
Who benefits and by how much if the fitment factor increases?
Significant changes in the pay matrix will be observed based on the various fitment factor formulas. The table below outlines the benefits employees would receive if the fitment factor is set anywhere between 3.61 and 4.00.
Pay Level Current Basic Pay (7th CPC) New Basic Pay at 3.61 Factor New Basic Pay at 3.833 Factor New Basic Pay at 4.00 Factor
Level 1 (Minimum) ₹18,000 ₹64,980 ₹69,000 ₹72,000
Level 6 (Mid-level) ₹35,400 ₹1,27,794 ₹1,35,700 ₹1,41,600
Level 9/10 (Officer) ₹56,100 ₹2,02,521 ₹2,15,100 ₹2,24,400
Benefits for Pensioners
For pensioners, this increase in basic salary would directly raise the minimum pension from ₹9,000 to a range of ₹32,500 to ₹36,000. The Railway Senior Citizens Welfare Society (RSCWS) has stated that this revision in the basic pension is crucial for a dignified life and social security.
