8th Pay Commission: Just ahead of the potential implementation of the 8th Central Pay Commission (CPC), the railway's running staff has received significant relief from the government. The demands that have long been raised by the unions are now finally being fulfilled.

8th Pay Commission: There is major news for Indian Railway employees ahead of Ram Navami 2026. The Ministry of Railways, led by Union Minister Ashwini Vaishnaw, has revised the 'Kilometrage Allowance' and the 'Allowance in Lieu of Kilometrage' (ALK) with effect from January 1, 2024. This revision to a crucial allowance is set to provide substantial relief to the railway's running staff just prior to the anticipated implementation of the 8th Central Pay Commission (CPC).

Who Will Benefit?

Taking a positive step for the railway's running staff ahead of Ram Navami, the Ministry has approved the revision of the rates for the 'Kilometrage Allowance' and the 'Allowance in Lieu of Kilometrage.' This move follows long-standing demands made by the recognized railway federations—including the 'All India Railwaymen's Federation' (AIRF) and the 'National Federation of Indian Railwaymen' (NFIR).

How Much Will the Benefit Be?

On March 20, the Railway Board issued an official order regarding this matter. This revision is deemed effective from January 1, 2024. Under the 'Kilometrage Allowance,' train-operating staff—such as Loco Pilots and Guards—will now receive higher remuneration for every kilometer of train operation compared to previous rates. It is worth noting that when drivers and guards operate trains or are on duty during a journey, they receive an allowance calculated based on the kilometers covered, in addition to their regular salary. This rate has now been increased by up to 25 percent. Similarly, under the 'Allowance in Lieu of Kilometrage' (ALK) scheme, running staff are occasionally assigned to duties such as training, medical check-ups, or meetings instead of operating trains; the monetary compensation they receive in lieu of kilometrage during such times is termed ALK. This allowance, too, has now been increased by 25 percent.


Key Highlights Regarding the Allowances

*   A 25 percent increase in the 'Kilometrage Allowance' received for operating trains.
*   The primary beneficiaries of this increase will be Loco Pilots, Assistant Loco Pilots, and Train Managers (Guards). Approximately 200,000 employees are expected to benefit from this measure.
*   Since this rule is deemed effective from January 2024, the accrued increased amount will also be disbursed as arrears.
*   In accordance with the Railway Services (Revised Pay) Rules, 2016, the Dearness Allowance (DA) has now crossed the 50 percent mark. Whenever the DA rises above this threshold, there is a specific provision for the revision of certain allowances.
