8th Pay Commission: Discussions regarding the 8th Pay Commission have intensified once again for lakhs of central government employees and pensioners. Various employee organizations have been consistently demanding an increase in the 'fitment factor' within the new pay structure.
If the government accepts the employees' primary demand and approves the maximum proposed fitment factor of 3.83, the minimum basic pay of central government employees could rise from the current ₹18,000 to ₹68,940.
What is a fitment factor?
A fitment factor is a type of mathematical multiplier. It is used to convert employees' existing basic salaries and pensions into the new pay structure (pay scale). Simply put, the extent of the salary hike upon the implementation of a new pay commission depends entirely on this fitment factor. For the previous pay commission (7th Pay Commission), the government implemented a fitment factor of 2.57. This resulted in the minimum basic salary of employees increasing from ₹7,000 to ₹18,000.

Not just basic salary—allowances will also double!
The benefit of an increased fitment factor is not limited to basic pay alone. When the basic salary rises, the associated allowances also increase.
HRA Hike: House Rent Allowance (HRA) is determined as a percentage of the basic salary; therefore, it will see a significant jump.
DA Merger: Upon the implementation of the new pay commission, the existing Dearness Allowance (DA) will be merged into the basic pay. Subsequently, the calculation of DA will restart from zero (0) based on the new salary structure.
Travel Allowance: Transport Allowance (TA) and other allowances will also be reviewed afresh.
