8th Pay Commission: 7% increment could mean a major windfall for employees at Levels 9, 10, and 11!
The 8th Pay Commission has concluded its meetings in Mumbai. During these sessions, several organizations proposed an annual increment of 7%—an increase from the current 3%. This change would significantly impact the salaries of employees at Levels 9, 10, and 11.
The 8th Pay Commission has wrapped up a series of crucial meetings in Mumbai. According to a report by The Economic Times, the Commission met with representatives from employee and pensioner unions to discuss matters such as salaries, pensions, allowances, and working conditions. It is reported that during similar discussions held in various cities over the past few months, several central government employee organizations have repeatedly demanded that the current annual increment rate be raised from 3% to 7%.
In a memorandum submitted to the 8th Pay Commission, the National Council of Joint Consultative Machinery (NC-JCM) has requested an annual salary hike of 6%. The All India Defence Employees Federation (AIDEF) and the Federation of National Postal Organisations (FNPO) have also sought a 6% increase. The All India New Pension Scheme Employees Federation (AINPSEF) has demanded 7%, while the Indian Railways Technical Supervisors Association (IRTSA) has proposed 5%.
How much will employees at Level 9 benefit?
Under the 7th Pay Commission, central government employees currently receive a fixed annual increment of 3%. Under the 8th Pay Commission, based on an estimated basic pay of Rs 1,21,068, a 3% annual increment would result in an increase of Rs 3,632 (rounded off to Rs 3,700 as per government pay-matrix rules). Conversely, if the 7% increment rate—as demanded by employee unions—is approved, this same basic pay would see a substantial annual increase of approximately Rs 8,475 (rounded off to Rs 8,500). This translates to an additional direct annual benefit of approximately Rs 4,800 to Rs 4,843 for employees.
What will be the benefit for Level 10 employees?
If a fitment factor of 2.28 is implemented under the 8th Pay Commission, alongside the approval of a 7% annual increment rate, Level 10 employees stand to gain significantly. Under the 7th Pay Commission, Level 10 employees receive a basic pay of Rs 56,100. With an estimated fitment factor of 2.28 under the 8th Pay Commission, this basic pay would rise to Rs 1,27,908. At the current 3% increment rate, this would result in an annual increase of Rs 3,837. Meanwhile, at the proposed 7% increment rate, the same basic pay would see an annual increase of approximately Rs 8,954.
What will be the gain for Level 11 employees?
Under the 7th Pay Commission (7th CPC), the starting basic pay for Level 11 is Rs 67,700. Currently, these employees receive a fixed annual increment of 3%. In other words, under the new pay structure—based on an estimated basic pay of ₹1,54,356 (derived from the ₹67,700 basic pay under the 7th Pay Commission, applying a fitment factor of 2.28)—employees would receive an annual increase of ₹4,631 (rounded off to ₹4,700, in accordance with government pay-matrix rules, to the next multiple of ₹100).
Meanwhile, if the 7% increment rate—as demanded by employee unions—is approved, it would result in a substantial annual increase of approximately ₹10,805 (rounded off to ₹10,900) on the same basic pay. This implies that with a 7% increment, central government employees at Level 11 would gain an additional direct benefit of approximately ₹6,174 to ₹6,200 per year on their basic pay.
