The central government has announced a major relief for employees working in Kashmir. Acknowledging that the conditions in the Kashmir Valley are still less favorable compared to other states, the government has extended special concessions and incentives for central government employees for the next three years.

Who Will Benefit from the Extended Package?

According to the official order, central government employees stationed in 10 districts of Jammu and Kashmir—Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal, and Bandipora—will be eligible for these benefits. This package will remain in effect for three years, starting from August 1, 2024.

Equal Benefits for All Departments

The extended incentive package will apply uniformly across all ministries, departments, and public sector undertakings (PSUs) under the Government of India. Departments have been directed to ensure strict implementation of the scheme’s provisions.

Additional Benefits for Pensioners

The government has also introduced special provisions for pensioners residing in the Kashmir Valley. Pensioners who are unable to withdraw their pensions from banks or treasuries within the region will now have the option to receive their pension payments outside Kashmir or at their current place of residence. This move aims to provide better financial accessibility and security for retired central employees.

Transfer and Allowance Benefits for Employees

To further support government employees posted in the Kashmir Valley, the central government has introduced several financial benefits:

  • Family Relocation Support: Employees have the option to relocate their families to any preferred location in India at government expense.
  • Transfer Grant: Those opting for a permanent transfer will receive 80% of their previous month’s basic salary as a transfer grant, along with a transport allowance.
  • Daily Allowance: Employees who choose to keep their families in Kashmir will receive a daily allowance of ₹141 per working day. However, this allowance will not be applicable to those availing the transfer grant.
  • Messing Allowance: Similar to Central Armed Police Force (CAPF) personnel, government employees in Kashmir will be entitled to a messing allowance of ₹142.75 per day.

This decision reflects the government’s commitment to improving working conditions and ensuring the safety and well-being of central employees in the Kashmir Valley.
