This technology came into the spotlight when *The Times of India* (TOI) reported that the Delhi Police were investigating whether protesters from the 'Cockroach Janata Party' (CJP) used such a Bluetooth messaging app during demonstrations in Central Delhi, where mobile internet services had reportedly been suspended. Although the police have not confirmed the use of any specific app, the investigation has sparked interest in how these offline messaging apps actually work.

The Delhi Police suspect that despite the internet shutdown, some protesters stayed connected using messaging apps that function without mobile data or Wi-Fi. Reports indicate that officials are investigating whether these apps facilitated communication among protesters in areas like Connaught Place and Jantar Mantar during the 'Sansad Chalo' (March to Parliament) protest, at a time when 4G and 5G services were reportedly disrupted.

How do these apps work?
While apps like WhatsApp, Signal, or Telegram require mobile data or Wi-Fi to send messages, these specific apps do not rely on mobile networks or Wi-Fi. Instead, they utilize a technology called Bluetooth Low Energy (BLE), which is built into almost every smartphone.

Here is how the process works:
Step 1: The user composes a message using the app.
Step 2: Bluetooth facilitates the transfer to a nearby phone. Instead of routing the message through a mobile tower or internet server, the phone transmits it via Bluetooth to nearby devices that are running the same app. This creates a ‘Bluetooth mesh network’ where each smartphone acts as a small communication bridge.
