The government may extend the deadline for the SIM-binding rule applicable to messaging platforms such as WhatsApp, Telegram, Signal, and other apps. The Department of Telecommunications (DoT) is currently considering this decision, as companies have requested additional time, citing technical difficulties. It is now anticipated that the new deadline could be extended until December 2026.

A Rule Introduced to Prevent Fraud

Essentially, in November 2025, the Department of Telecommunications issued a directive stating that apps that rely on a mobile number for user identification must remain linked exclusively to the specific SIM card currently present in the user's phone. This implies that it will no longer be possible to use such apps without an active SIM card. This measure was implemented to curb cyber fraud and fraudulent activities originating from abroad.

Under these regulations, strict measures have also been imposed on the web versions of these platforms. Users will be automatically logged out every six hours and will be required to undergo verification via a QR code to log back in.

Challenges Facing the Companies

However, the companies argue that implementing this system is not an easy task. They are facing particular difficulties in deploying this feature across various devices and operating systems. According to reports, this feature may be implemented on the Android platform first, whereas the iOS platform presents technical hurdles that Apple is currently working to resolve.

WhatsApp Begins Beta Testing

Meta-owned WhatsApp is currently conducting beta testing for this feature on the Android platform. Meanwhile, Zoho has also stated that it is collaborating with the Department of Telecommunications to implement this system for its 'Arattai' app.

Companies Miss the Deadline

Initially, companies were directed to implement these regulations within 90 days; however, they were unable to meet the stipulated deadline. The government is now preparing to implement this measure in a phased manner. According to reports, SIM-binding has the potential to curb cyber fraud, but successfully achieving this will require resolving the technical challenges and issues related to user experience.

Under the SIM-binding rule, the specific SIM card associated with the mobile number used to create your WhatsApp account must remain active within your phone. If that SIM card is removed from the phone or becomes inactive, the app will cease to function on that device. Until now, users were able to log in simply by entering a 6-digit OTP, a process that did not verify the physical presence of the SIM card on the device. However, following the new regulations, the app will now be required to periodically verify whether the registered number remains active and is physically present in the same phone. The government believes that this measure will significantly bolster the fight against cybercrime and enhance digital security.
