According to a Moneycontrol report, a crucial factor in the investigation into the paper leak case was Telegram's message-editing feature. The NTA stated that fraudsters used this feature to fabricate evidence of a paper leak. In contrast, WhatsApp’s system is more secure; the government has not implicated WhatsApp in playing a similar role in this investigation.
WhatsApp accounts are linked to phone numbers; while they can be used to spread misinformation, they lack the large-scale public broadcasting and searchable channel systems found on Telegram. Large-scale public broadcasting on WhatsApp is limited, and its architecture is primarily designed for communication between people who know each other. Officials concluded that the specific networks under investigation operated on Telegram rather than WhatsApp.
Message Editing: Administrators of Telegram channels would edit old messages to insert the question paper, as the app allows messages to be modified while retaining the original timestamp. Although the message would display an "Edited" tag, fraudsters exploited this feature to share screenshots as "proof" that the paper had been available on the app prior to the actual exam. Public Channels: WhatsApp focuses on private conversations and closed groups linked to phone numbers, whereas Telegram is a broadcasting powerhouse capable of delivering messages to millions of people simultaneously.

The government has not accused WhatsApp of playing such a role in this investigation. A WhatsApp account is linked to a mobile number.
